Schools use methods that are clearly inefficient, but most likely not just on willpower. It's more like there's no reason behind this method. Perhaps the 'thinking ability' assessed in this exam is part of that.
"I plan to ask sensei about it later"
I wonder if the gears will rotate efficiently in this case. I wonder if Hirata who nominally represents Class D, will be able to work efficiently with the other grade disciples taking into account all the rules we have to take in this exam.
Hirata's meeting place will not be as crowded as it was when my meeting took place. There were still some disciples, some sitting on the stairs near the elevator, some were playing around with their phones and some were still speculating about the explanation they would receive.

while walking around the crowd of students gathered here one by one.
