Bloom's revised taxonomy by Anderson and Krathwohl states that high order thinking skills are higher-level thinking skills that involve the ability to analyze, evaluate, and create. Not just memorizing or referring.  

What is it about HOTS? As the name suggests, the HOTS problem is a problem that encourages students to think at a high level according to their level.

Problem HOTS can measure the ability to think at a high level, such as thinking skills that are not just remembering (recall), restating (restate), or referring without processing (recite).

HOTS questions are structured in such a way as to measure ability: transfer one concept to another, process and apply information, search for links from different pieces of information, use information to solve problems, and critically examine ideas and information.

It is wrong if the HOTS problem is identified with difficult problems. It could be that the HOTS problem becomes difficult for students because in learning students are not accustomed to thinking at a high level.

Students who are only accustomed to seeing something or working on a problem whose answer already exists without going through further thought processes, will certainly be difficult if suddenly given a HOTS problem. Students will be successful in HOTS problems if they are accustomed to thinking HOTS during the learning process.
