The juvenile prison inhabited by Tomo has about 600 juvenile male prisoners and 50 adolescent female prisoners. Then, 25 of them were Class A prisoners including Tomo.
After getting the capital to build strength, Tomo decided to recruit strong people.
In the youth field it has its own system of rules in which each corner of the yard has its own ruler and is led by their respective chairman.
He started Key and his men who were in Arya's cell before him. They used to hang out in the landfills. So Tomo approached them
Tomo's arrival, of course, made the direction of Key's view and some of his men stared at him.
"Yes!" greet Tomo with a cold look.
"What do you want?" ask cold Key.
"You join me!" tomo exclaimed by putting both of his hands in his pants pocket.
Key smiled a little. Then, he stepped up and approached Tomo with a cold look.
"Winners always get anything from losers. That dump area, yours!" said Key.
Tomo smiled, "Thank you" replied Tomo. Then, hold Key's shoulder.
With that statement, Key and 20 male prisoners under Tomo's leadership.
"This is just the beginning" muttered Tomo.
In time for lunch, Tomo decided to eat in the dining room together where Tomo should be able to eat in a special VIP dining room but, Tomo prefers to eat with some of his food.
Not only that, Tomo also gave 100 million to the warden where the money was used to treat all prisoners in class B and class C as well as other guards.
Upon arrival at the large dining room Tomo followed by Key and his men behind Tomo and all the prisoners there gave a cry of encouragement and mentioned the name of Tomo.
How not? Tomo gives good rice food.
Moments of presence Tomo no one asked himself to join in his alley.
Tomo just gave a smile and a wave of hands. Then, go to the food stand where the food stand is guarded and arranged by the teenage girls prisoners.
Tomo's attitude makes himself stared at and given a smile by female prisoners. Tomo who saw that, he replied with a smile as well.

In the middle of the meal, Key explained all the groups in the prison.
First, the ocean group. A group that always wore blue clothes as its hallmark;
Free Fire, just like Ocean where his gang always wears a red jacket.
Besides, there was a solo figure. A strong juvenile prisoner however, he is always aloof.
And there are many other groups.
That's the explanation of Key and Tomo understood completely.
Not long after, one of Ocean's gang comes to Tomo who is having lunch.
"1048, you sought the chairman in the field!" exclaim Ocean gang boys.
Hearing that, Tomo smiled slightly and Key whispered something to Tomo.
"Chairman, like her you've caught the attention of Ocean's gang. How's your response?" ask Key.
Tomo also looked at Key, "If invited, you should not have come" replied Tomo casually.
Then, Tomo got out of his chair and left his lunch. Key who saw that, he also suddenly grew up followed by his other men.
"Chairman Tomo, let me come with you!" exclaim the spirit of Key.
"Me too!"
"Me too!"
Cried the other Tomo men.
Tomo smiled happily at the attitude of his men, "I am happy with your attitude but, the Ocean chairman invited himself. We have to appreciate it!"
Key and the others understood that, "Well, we understand. But, chief be careful!" said Key.
Tomo nodded his head and left with one of the Ocean members.
Then, Tomo was taken to the field where there was a young man wearing a black jacket and slayer on his head.
"It's nice to meet you, 1048. Tomo!"
Tomo took a long breath. Then, put both hands in your pocket.
"It's nice to meet you too, 204. Murayama!"
